Import a website from an FTP

Hello, I have an FTP hosted website that I would like to move and developer it here with WordPress.com. Can you tell me how to import it to the environment here?

When I download the contents from the FTP, I have the following files saved to my computer:
Folders: css, dev, fonts, img, js, .well-known
Files: .ftpquota, .htaccess, index.php -

I do not have access to the editing environment in order to export the described XML file. I only have the contents of the website from the FTP host.
So basically, in my case, there is NO way to import them here in WordPress.com. And I should find another provider to further develop my website.

You can’t do much with what you retrieved using FTP. You also need your MySQL-database as wordpress stores all content in the database.

Do you have any hints on how do I get access to MySQL database or other resources different than those ordered in the FTP, so I can transfer my current website to WordPress.com ? There is obviously some hosting provider in question, but can I access him somehow using the FTP credentials? What for should I ask from the person who has been maintaining the page? Is the exact term “credentials and webpage address of the hosting provider”?
