Import posts with or without categories

I am doing a complete redesign of an active WordPress site that has accumulated too many categories over the years. I want to completely change the list of categories – delete some and rename others. I’m redesigning it in a staging environment from a backup that doesn’t have all the currrent posts.
My question is, where do I need to redo the categories, on the live site or the staging site?
If I change the categories on the staging site and then import all the posts from the live site that carry all the old categories, will that overrite all my new categories?
But if I change the categories on the live site and then import all the posts into staging, will the new categories be carried over? And will I have to manually delete all the old categories twice, on both sites?
What if I delete all the categories on the staging site and then import all the posts from production, will the categories be also imported? This may be the easiest solution if it works that way.
THat is the best practice here?
