  You cannot use an imported theme on a wordpress.com free hosted blog.

  If you do have a wordpress.com blog then your have two options.
  (1) Use one of the themes you find here -> Presentation -> Themes
  (2) If you have css editing skills you can purchase an upgrade to change the appearance of an existing theme http://faq.wordpress.com/2007/10/18/about-the-custom-css-upgrade/
