  Hi there, the ability to upload and install plugins is available to WordPress.com sites on the business or ecommerce plan. More on that here: https://en.support.wordpress.com/plugins/

  If you set up a site using the open source WordPress software on 3rd party hosting, like SiteGround, Bluehost and the like, you’ll be able to install your own plugins.
