Installing a Non-WordPress Theme

I don’t see the “install theme” option on my wordpress admin under themes. I even uploaded the theme via my FTP client and still no luck. Can you help me out so I can start building my site?
The blog I need help with is: (visible only to logged in users)

Themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

My next question then would be how do I access a dashboard for self-hosted wordpress.org sites with easy to use tools like with wordpress.com sites?

There isn’t really a way to do that. The advantage of WordPres.com is its ease of use, the disadvantage is it’s lack of customization (themes, plugins, etc). The advantage of WordPress.org self-hosted sites is that they are very customizable, but they can take more work and effort to get where you want to go than WordPress.com sites.
What specific tools were you thinking of?
