  Hi there,

  Transferring a domain does not require an IP address. To transfer a domain registration to us, you must unlock the domain with GoDaddy, and obtain a transfer code from them which you then submit on our end to start a domain transfer.

  If instead you want the domain registration to stay at GoDaddy and just connect it to your WordPress.com site, you can do that using our domain mapping option:

  https://en.support.wordpress.com/map-existing-domain/

  That also does not require an IP, but instead you’ll log into your account at GoDaddy and point your domain’s name servers to us. There’s a link to GoDaddy’s instructions for doing that in the page I linked to above.
