IP Issues

Hello,
I have been experiencing a bizarre problem with my website. I was trying to get access to my blog from my phone device, and I got the message that my IP 46.118…… has been blacklisted. Yesterday everything was alright. There are some aspects of this problem:
1. This IP has not been blacklisted via my WordPress’ plugins (I use Akismet, but I’ve deactivated it now);
2. My actual IP address assigned to my phone is totally different – 142.68….. (Nova Scotia, Canada);
3. My actual IP has been added to the whitelist;
4. The IP 46.118…. is indeed associated with spam from Ukraine (according to google), and I personally blacklisted some IPs from that range;
5. Earlier this week another trusted blogger send me a message that his IP has been blacklisted by my website. The IP as per the screenshot he took showed the IP 134.249….. which is again associated with Ukraine (While he resides in the USA), and his previous IP for the last couple of years was always different: 67.248……).
6. I have no problem accessing my website from the laptop;
7. I have reinstalled ip plugin, and this didn’t work;
8. As I said, my actual IP, if you googled it or checked on the blog, has nothing to do with the IP showing in that error message. I do believe that the same situation with the mentioned above blogger’s IP.Does anyone have an idea what’s going on and how to handle this?

P.S. As of today, 5 people have reported this problem when accessing my blog. One person mentioned everything worked well when she switched the browser.
