Is a WordPress.com Premium plan still necessary?

  Hi. Just a quick question. Does purchasing a premium theme still require an upgrade to a WordPress.com Premium plan for customization? Right now I am working with a free template and I have to upgrade in order to customize the way I want to. I was just wondering if that would still be the case if I choose a premium template.
