The WordPress.com Premium Plan does not include cPanel, no, because cPanel cannot be used, nor is it necessary to use on WordPress.com.
cPanel is a hosting management platform used by some hosting providers to allow you to configure server-side options for a stand-alone WordPress site.
On WordPress.com there aren’t any configurable server-side options, as we manage that for you, so there is no need for such an interface here.
We do not charge for hosting on WordPress.com. If you buy a plan, you only pay for the extra features included in the plan. For the first year this includes a custom domain, which renews separately from the second year onwards. How much the domain costs to renew will depend on what domain extension you register:
