  I knew it was for free to making website wordpress.com
  However, I could not find the way to build for free

  Hi there,

  Go to https://wordpress.com/start/site/ and just follow the steps on the screen.

  On the domains step, look for the example.wordpress.com URL in the list. If you click that, you’ll be able to select the free plan on the next step.
