Is it possible to limit an author to a specific website page?

We would like to add district web pages to our national website. We would like to limit the authors of these district pages to their own specific page. Is that possible?
The blog I need help with is: (visible only to logged in users)

Yes. You can password protect any page as described in the Page Visibility support page.

Just to clarify:
Password protection applies to an individual static page or post. It can not be applied to a class of posts and/or pages authored by a specific author.
