Issue activating WordPress account

  I have a domain with Bluehost and seem to be able to access wordpress from Bluehost but when I try to use wordpress directly it wants to charge me for hosting a blog. My understanding was all the fees were paid to Bluehost. Should I only be accessing WordPress through Bluehost or is there a way to access WordPress directly or is there any need

  Since you already have a hosting provider there’s no need to use WordPress.com. We are a managed hosting environment. Here is the information to help you get started with that version of WordPress.
