Issues with creating a static homepage

  I’m trying to create a static homepage, but when I try to do so, the page I want does not appear in the drop-down menu in Settings / Reading / Front page displays. For some reason this menu does not include newly-created pages, so I can’t choose them as my static homepage.

  All of my pages are published, and I’ve tried refreshing the page and clearing my browser history. Help!!
