Items missing from admin panel

I just opened a wordpress account for a new business. I have another account already. With my new account, I noticed a bunch of items from the admin panel are missing.

On my other account, the html editor is under Appearance. It’s not there in my new account. Also missing is Plugins! Just not there at all! Something funky was happening with Widgets at first, it wouldn’t let me drag them around to put them in the sidebar or footers, but randomly it started working.

So I can’t figure out what the problem is. When I tried searching the forums for answers on this problem, I saw something about going to Plugins and seeing if there was anything weird installed there, but I can’t access the plugins page.

The site is: http://vismatsvs.wordpress.com. We’re using Twenty Eleven. Can anyone help? Thank you.

There are two very different versions of WordPress.
WordPress.com is a hosting platform that makes it easy for anyone to publish online. You don’t have to download software, pay for hosting, or manage a web server. WordPress.com has hundreds of themes, and includes the functionality of many plugins. But you can’t upload your own plugins or themes, blogs cannot be equipped for e-commerce, and no blogger initiated advertising is allowed.

WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, and edit the database.
Check out our support doc on the differences.

    WordPress.com vs. WordPress.org
