JetPack Search setup

I’m a developer, but I’ve never used JetPack before. I would like to use the Search module for a site I’m building. However, when I try to purchase, it’s trying to make me create a new site on hosted by wordpress.
My site is in development mode at this point, and is hosted on another provider.
So,
1) Can I use JetPack search on sites not hosted by them?
2) How do developers normally purchase JetPack products? For their clients, or do they just have clients set it up them selves (from the dev site!). -
Can you log into the site you’re creating, and connect Jetpack to this account from that? It shouldn’t require a site setup at that point since it’ll be clear which site you’re using.
And you’re welcome to set it up as you’d like, since I know preferences can vary. If you want to add it through this account, then transfer it to the site owner later here’s how.

Thanks @supernovia. That is actually what I’m doing. From the JetPack Dashboard, I’m clicking the Upgrade button under Search. (I only really want the search module). From there, it takes me to wordpress.com and starts the site creation process. When I select ‘I already have a domain’, it prompts me to transfer my DNS to wordpress, which is not something I can do. If I say ‘Skip this for now’, it then forces me to select a theme.
FYI, I do not want to add it through my account. I’m just the developer and have nothing to do will billing, etc. My job is to set it up and configure the service.

Ok, it will need to be added through the WordPress.com account that’s connected to the site via Jetpack.
If the site’s owner is handling billing, it’s most likely the owner’s WordPress.com account.
