  We do not have “staging” functionality for free sites on WordPress.com, so there is not a way to make changes in private, but keep the site open to the public at the same time.

  If you wish to make substantial changes to your site we recommend that you set it to “Coming Soon” to let your visitors know your site will be launching again once the work is done: https://wordpress.com/support/settings/privacy-settings/#coming-soon
