Locating the visual editor toolbar, and utilizing “pages”?

I was attempting to discover how to show excerpts on a blog, when I found this useful link:

    http://en.support.wordpress.com/splitting-content/more-tag/

However, I do not seem to have the “visual editor tool bar” – or at least, cannot find it. Is it simply omitted from certain themes? Or, is it an “upgrade”?

Additionally, I wondered how to utilize a “page.” If it is to organize one’s blog, then how can specific entries be “listed” under it?

    Thank you in advance!

If you are the administrator of the blog, you should be seeing the toolbar in the visual editor screen (between the upload/insert buttons and the main text box). If you have no visual editor at all, go to Users > Personal Settings, untick option “Disable the visual editor when writing”, scroll down and click Save Changes.

A static page is meant for side info (such as your About page). If you’d like to use a page tab as a link to a post category, you can get the category URL and use this trick:

    Page tabs as extra links
