Locked out by two-factor, email works, login link works, can’t pass 2FA

Posting from a second account because I can’t log into the one this is about.
Account in question: the site is marylandtech.solutions. I’d rather not post the registered email publicly but would be happy to confirm it privately.
Here’s what’s happening and I think it’s been misdiagnosed every time I’ve asked:
I CAN receive email at the account’s address. I just used “Email me a login link” and the link arrived and worked. So the account email is live.
The only thing stopping me is the two-factor step. After the login link, it asks for a 2FA code I have no way to produce. I don’t have backup codes and can’t generate a current code.
That’s why the Account Recovery form has never helped. Every submission comes back telling me that if I can receive email at that address I should use the lost password form instead, but the password was never the problem. I’ve submitted that form dozens of times over several years and always get bounced to the same place.
What I need:
Cancel the recurring subscription on this account and stop the billing. The site hasn’t been used in years. I’m not asking to get the site back, I just need the charges to stop, and there has been no working way for me to do that myself.
For proof of ownership I have a transaction ID, the payment details on file, and I can respond from the account’s registered email address to confirm control of it. Not posting those here since publicly published material can’t be used as proof — tell me where to send them.
Can a staff member pick this up? I’d like to resolve it here rather than through my card issuer.
