locked out of owner account

The person who previously set up our website is no longer with our organization. Unfortunately they left without providing the log in details and without any forwarding information. What is needed for us to reset the login information so that we might regain the ‘owner’ capabilities for the site. We also have an issue that there are two user names for which we have no idea who the users are. It appears that we do have the ability to delete the users and transfer any pages they created to another admin but wondered if it was possible to contact those users before deleting them. Thank you for any assistance.

Only the owner of the site can transfer the site to someone else: https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/
