Logging on in West Africa

I am trying to help a colleague log into to edit our blog. He is in West Africa and cannot see anything other than the W logo when he logs in. Any ideas?
The blog I need help with is: (visible only to logged in users)

This site http://drstevewarehs.wordpress.com/ has not been updated since February 5, 2014
That sounds like the wordpress.ORG white page error to me.
https://codex.wordpress.org/Common_WordPress_ErrorsWhat is the exact URL starting with http:// of the site you are referring to please?
This is wordpress.COM support. We cannot answer any questions posted here accurately until we have the relevant URL and have confirmed hosting. Note that about 30% of those who post here daily are posting to wrong support forum and the answers to wordpress.COM and WordPress.ORG support questions are not the same.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, support docs and support forums, run different theme versions of themes with the same names, and many people get confused about the two. Read the differences here http://en.support.wordpress.com/com-vs-org/
We provide support only for wordpress.COM hosted sites. We cannot provide support for sites that are not on our servers. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM. That support is found at http://wordpress.ORG/support/
(3) sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page. That support is found at http://jetpack.com/support/The wordpress.ORG support forums are at http://wordpress.org/support. The wordpress.ORG login link is here https://login.wordpress.org/ If you do not have an account yet then click Create an account https://login.wordpress.org/register/ and if you have lost an account password click Lost password? https://login.wordpress.org/lostpassword/

The exact URL is https://drstevewarehs.wordpress.com/
The site has not been updated recently due to connectivity issues in Africa. The school now has a computer and internet access and would like to be able to update the blog themselves.

Has this person registered a WordPress.COM username account?
Has he been properly invited and added as an editor?

I have sent an email to add him as an administrator, but initially he was using the same log in information as me. I can log in with the username and password, but he cannot log in with the same username and password.

Hi there,
Do you know what your colleague’s computer setup is? Specifically, what operating system and browser are they using, including the version numbers?
The most common reason why only the W logo would load is because the browser is not loading all the code the site needs to function. If he’s using an older browser, updating the browser to a newer version should fix it.
If at all possible, ask him to install Firefox or Google Chrome and to use that to access the site.
If he’s already using those browsers, or is unable to install a different browser, ask him to clear the browser cache and cookies, and also to make sure that JavaScript is enabled in the browser:
He should also make sure he doesn’t have any browser add-ons installed that might be blocking JavaScript. Ad blockers and anti-virus/malware extensions are the usual culprits.
Lastly, to rule out a possible connection issue, ask him to try using a different internet connection or a VPN.
