Lost 2FA device: Account recovery is just an endless loop

I’ve received a notification that I need to update my payment details for a site I helped set up some years ago.
When I try to log in to wordpress.com it says that it’s sent me a notification on my wordpress app, or that I can use my authentication app code. Both of those were on a phone I lost some months ago.
When I go onto Account Recovery, and provide a Transaction ID, it just says that I should reset my password. I’ve done this, but I’m still asked for the 2FA code, which I can’t give.
How can I get someone to turn off the 2FA on my account so I can update payment details and reclaim the site?

That’s the moment you must use on of the backup codes you got when you set up 2FA and you were supposed to print out and save on a safe place.

Right. I’ve been looking for those. I have a place where I normally keep such things, but there is no code for WordPress.com there.
