  Hi, I made a new account with this same email, forgetting I even had this account. I already paid for a host by BlueHost.com and I was wondering if I had to wait the 30 days to delete this account to be able to use this email?

  You can’t have 2 wordpress.com accounts using the same email as the email address is the unique identifier.
  The account you made at Bluehost is in no way related to your wordpress.com account over here. Unless you want to use the Jetpack plugin on your site, you don’t need a wordpress.com account.
  As your site on Bluehost uses the open source wordpress.org, their support is at https://wordpress.org/support/
