1, How do I make the side bar show up on ipad?
The Twenty Eleven theme you’re using is designed to respond to the size of the device someone uses to visit the site. In a larger browser window, the theme will show the sidebar next to your site’s content. On mobile devices like an iPad with smaller screens, the sidebar widgets will move to the bottom of the page to make your content easier to read.
If you’d like, you can override that behavior by customizing your theme with Custom CSS (part of your WordPress.com Premium plan). If you decide to go that route, we have tips for getting started with CSS here:
You may also want to look in particular at our guide for Using Media Queries with Custom CSS (used for changing how a theme looks on different sized devices).

2, How do I get rid of the annoying floating element that appears on ipad?
I’m not sure what floating element you’re seeing there. Can you describe what’s in that element, or make a screenshot of it so I can see what you mean?
