  How do I create an account to takeover an existing website?

  The short answer is that you would create a WordPress.com account and then have the current owner of the site follow these instructions to transfer ownership of the site to your account:

  https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/

  However, that only works if the site is a WordPress.com site. If it is a site using the open-source WordPress software from WordPress.org and hosted elsewhere, these instructions will not apply.
