Mapping domain for new site

  I already have one blog which is upgraded with a custom domain. I am setting up a new blog under the same account. I am trying to register a domain for it and understand that I have to register the domain but the store-upgrade is not responding.
  I am assuming it is because of the second site. How do I get the upgrade to respond? I even tried purchasing another upgrade but that won’t respond either.

  Just following up. I am trying to purchase a domain mapping upgrade. The link for domain mapping is not responding. I just get a blue pulsating light.
  There’s a link on my dashboard to upgrade also but it goes to the same blue pulsating light.
