media galleries?

  I wish to make a site where users all have galleries that they can upload movies and videos to.
  Sort of like deviant art in spirit. so is it possible to have a page automatically generated for each new user?
  and restrict user posting to their page only? and how would I go about doing that?

  The type of site you are proposing is not really possible on the free hosted version of WordPress (WordPress.com). You will want to look at setting up with the standalone version of WordPress with 3rd party hosting.
