Media upload a new version not working

I’ve uploaded a PDF to my website. I made a minor edit to the PDF shortly after and have tried replacing it with the new version and it does not work, the old version keeps coming up. To make matters worse, I also tried deleting the PDF permanently and re-uploading it but when I click on it the old one is still somehow coming up (even after I deleted it!) possibly because the file name is the name as the old.
This has always been an issue for as long as we’ve had our website, just finally got fed up enough with it to complain. A function as simple as ‘upload a new file’ should work fine and it does not, please help me fix it.

Yes that’s still the old file. What do you mean purge? As in replace the old version with the new that I’ve already uploaded?
While it would be great if you can take care of it for me that still does not solve the issue that the “upload a new version” function does not work. This issue comes up a lot and I don’t want to be contacting you every time it happens to fix it for me.
