  Hello, I am using the Gateway template, and I can’t add pages to the template. I haven’t published them yet as I want to create the whole site first and test it’s functionality. Am I able to create a menu with draft pages? Thank you.

  Am I able to create a menu with draft pages?

  It is not possible to add draft pages to your menu, so you will need to publish all pages first in order to set that up. https://en.support.wordpress.com/menus/create-a-menu/

  If you are not ready to show your pages to the public you do have the option to set your entire site to “private” or “coming soon” mode. This will allow you to publish your pages (so you can set up your menu) because those pages cannot be seen due to the fact that the entire site is inaccessible to the public.
