Menus doesn't appear

  Hello, my Menus have disappeared. I have tried to make a new one but still won’t show up and I know that I have to set it as a primer menu. Looked at another question that was here but the question was from 2015 and the version is changed so it did not work for me. What can I do?

  And another strange part I noticed now is that if I change theme, the menu bar gets there but when I change back it disappears
