Migrate (clone) one site to a separate console(domain)

    I have a website using the free version of WordPress. Of course, I cannot install plugins or access the database. I have Tried FTP (with FileZilla) and failed. I have used HTTRack to clone the site into my personal files but cannot import those to my new admin console under the new domain.

    The lack of plugin access is making this process difficult I am trying to avoid purchasing a business plan just to install a plugin when I will be leaving that console behind anyways.

    I have the XML file but I am not sure how my client got ahold of it, It seems incomplete.

    My objective is to completely copy a website from one domain and transfer all that data and functionality to a separate domain and console. When I say copy, I mean completely clone. I am trying to avoid making my client pay for a business plan too.

    The only way that it is possible to have a site with the ability to upload plugins and themes is to upgrade to our Business plan (or higher) in this case.

    Free sites, and sites on our lower (Personal and Business) plans are limited to our built in functionality and pre-installed themes.

    If your intent is to move an exact copy of a site you host elsewhere to be hosted here at WordPress.com, this is possible, and we have a one click migration tool to help with that move. However, it will require the Business Plan on this end, and there is no way around that.
