Migrate to .com and Change layout

Hello, I was reading some articles about plans and migration from .wordpress.com to .com. I thought a little bit confused. Can you help me please? I have a blog with more two friends and we have the domain https://culturaepontofinal.wordpress.com/ and now we’d like to have it as https://culturaepontofinal.com/, insert our brand and change our layout. How do we do it? I saw the Premium Plan of $8.25/a year and it’s a good plan for us, but reading https://br.support.wordpress.com/dominios/ speaks that is $ 18.00. Can you explain it for me please? Thanks.

Hi! We do require plans for domains now, and you can map additional domains from $13/year (for existing domains) or $18 (includes registration).
You’d be welcome to choose the personal plan instead if you’d like, as that comes with a domain credit too:
