Migrating from shared hosting to WordPress

    I would like to set/migrate this site to wordpress.com. The export from the existing install didn’t include the theme or database entries. Do I have to completely rebuild the site on WordPress.com?

    Also, when logged into the wordpress.com admin area the permalinks link under settings is not there. Does this account need to be upgraded to a premium site to have these basic functions?
