Missing action bar

I’m trying to figure out why this wordpress.com site (with a custom domain) doesn’t have an action bar.
The site has more than two posts, I can see the action bar on other wordpress.com sites, and the footer in the theme calls the wp_footer() function, which can apparently disable the action bar if absent.
I tried clearing both the browser and server-side cache from the host in case the theme wasn’t updating, but no luck.
According to what I was able to find elsewhere, there isn’t even supposed to be an option to disable this, except by custom css. I checked the theme for that css and couldn’t find it.

I see. Is there any way to distinguish on wordpress.com between sites that are hosted by wordpress.com and those that aren’t?
If I log into wordpress.com, I see this site in the “My Sites” page, the login works for this forum, and the forum even automatically detects this site when asking which site I need help with.

Yep. When you do a whois search on the URL a WordPress.com site will have WordPress.com name servers. If the name servers say domain control, for example, that’s a GoDaddy hosted site.
