Missing plugin menu

  I want to install a plugin on my site but i do not have the plugin menu on my dashboard..? Do plugins only come with certain themes?

  Plugins aren’t allowed here at WordPress.com — they’re a feature of self-hosted WordPress.org sites.

  To clear up any confusion, WordPress.com and WordPress.org are two different entities.
