Missing sections on a MU setup

  I am using WP MU and My Header will not Attach nor will my blog Roll (Links) appear in my dashboard for my 3rd subfolder?

  I have one that is fine but the 3rd sub will not work?

  The blog I need help with is: (visible only to logged in users)
