Hi there, no, not on the free version. To use our WordAds program, you have to have a custom domain name and that requires either the WordPress.com Personal, Premium or Business plan upgrade.
With the Personal Plan, you would have to apply for WordAds and be accepted, and there are some eligibility requirements, which you can find on this WordAds FAQ page.
With the Premium and Business plans, you would be pre-approved for WordAds. Keep in mind though that traffic is key to making money with advertising, so it is vital that you create unique, original content and work at increasing your traffic.
