  I want to purchase the eCommerce plan at $44 per month or $540 annually. My question, how is my account charged. $44 monthly or a one-time payment of $540.

  It depends on whether you pay on a monthly basis or annually. You’ll pay a bit less if you pay for the whole year. But you can also upgrade to a paid plan and pay on a monthly basis.

  I see that you’ve already upgraded to the WordPress.com eCommerce plan and you’re paying monthly.
