Move a local site to WordPress.com

I am trying to set up a small workshop to teach kids a little bit of programming and wanted to use WordPress. I teach programming at University, so I figured it would go easily. I did the 5 min installation and created my own website starting from a blank theme.
Now I am trying to make this live. I googled ‘How to upload local WordPress to WordPress.com’ and came to this site. I exported locally to a file and imported to WordPress.com. Nothing happened. All I had programmed locally is nowhere to be seen.
To make matters worse, I can’t figure out how to touch the php code in WordPress.com

I’ve spent two days trying to create a website with a single image on it, nothing more, nothing less. Any idea how to upload a local site to WordPress.com?

The blog I need help with is: (visible only to logged in users)

You can’t access PHP code on a WordPress.com site. Here the idea is to make a free site simple to use “out of the box” and customizing is limited, although you can have more freedom to use CSS with a Premium or Business plan. Perhaps WordPress.com isn’t the right place for what you’re wanting to do.
