Moving site from wordpress.org (self-hosted) to wordpress.com

How can I move my self-hosted site to wordpress.com? I exported my site already and was going to import into a new site, but I can’t figure out how to even create another site under my account. Tried to follow the instructions at:
https://en.support.wordpress.com/create-a-blog/#adding-a-new-site-or-blog-to-an-existing-account
but there is no ‘Add new WordPress’ option on my sidebar. -
Hi there,
You should see the Add New Site button at the bottom of the sidebar when you click on Switch Site.
Else, you can also create a site from https://wordpress.com/start/site/
