Multilanguage support in wordpress

  Dear Sir/Madam,
  I am like to upgrade my wordpress plan to premium, but I have a doubt.

  Can I able to do multi language website, by clicking different language name, I need the website to completely change to the other language ?
  If I selected a category and change language option, I need the same category in selected language.

  Please counsel me.
