  Can I have multiple blogs with their own individual Domain names but just registered to my one e-mail account?

  You can add as many blogs as you want under one WordPress.com account. Additional blogs can be created at this page. To add a domain to your blog, you can go to Store > Domains on your blog’s dashboard and follow the steps there.
