  In which plan can I install plugins like GTranslate? Can I do in the Personal Paid Scheme of WP.com?

  Gtranslate is not really meant to build a multlingual site. Other plugins as e.g. Polylang do they job much better. To be able to install plugins you must upgrade to the Business Plan.

  However you can build a multilingual site on the wordpress.com platform without the us of plugins – https://wordpress.com/support/set-up-a-multilingual-blog/
