My Appearance –> Editor setting is disabled

The appearance editor setting for my website is disabled, and when I tried to edit the code directly, through typing in the URL, I was blocked. I need to change the function.php file so I can keep Google indexing for my content.
Tried editing the file through http://kineticcondition.com/wp-admin/theme-editor.php and was blocked from doing this. I paid for my website, and don’t appreciate random settings being disabled for no reason.
The error message I was given was: Our server sentries tell us you should probably not be here. Maybe you are lost?
