  I see an message that my blog is not available because of terms of service. Can you help me out please.

  Hi. Sorry, but we can’t. We are only volunteers on this forum and this is between you and staff. On the big red notice on your dashboard, there is a clearly marked link called “Click here to contact us”. Please use it.

  As @airodyssey stated you need to contact the TOS department

  You might also review the TOS while you are waiting for a reply, but I think your site is gone anyway:
