  Can you explain what sort of transfer you are tying to do? Are you transferring ownership from one WordPress.com user to another? Or is it something else?

  I am trying to transfer ownership. I want to transfer the blog I made for a company to the companies new account that they made for the blog.

  I follow everything and when I click to submit it it always fails. Every time.
