I keep clicking ‘manage purchases’ but it doesn’t give me a clear way to cancel. I need the money for other things and I’m very unhappy with this.

I am not seeing any active upgrades associated with the user account you are posting from. There were upgrades associated with The Toledo Fade, but they have all expired or been canceled.
If the upgrades you are looking to cancel are associated with another website, you may have ended up with a second WordPress.com user account. If that is the case, you would need to log into that account to cancel the upgrades.
