My Forums don’t work properly. Why can’t my users join the Forum and comment?

  My Forums don’t work properly. Why can’t my users join the Forum and comment?
  Also, it looks like the bots can create forums and groups, but a regular user can’t?

  I don’t have a site linked to this WordPress.com account
