My Outlook hotmail account is not receiving your confirmation email. 6x now

  I am not receiving my confirmation email address. I tried my gmail account for confirmation and it would not accept/receive your confirmation email. I can’t get started without confirming my email. What do I do? Can I have the url address of the email to add as safe? I don’t know what else to do. Thank you.
