  I just purchased http://www.elimishauganda.org from Godaddy. How can I set up my domain for free using wordpress, and start building my site?

  You can’t. You either set up a site with your domain (I doubt it would be free) using the WordPress.org software over at GoDaddy or you create a site and purchase a Personal Premium or Business plan here at WordPress.com when you’d be able to map your GoDaddy domain address to a WordPress.com site here.
