My unexpected account upgrade

  I just noticed my bill and theres a 99USD charge from wordpress for my blog(gracesportfolioishere.wordpress.com), I found it was an account updated issue, however I didn’t feel like I need this premium service, I’ve already make a cancel request however there’s no one answer me or even a short reply! This is so rude and what a slow responding service! Could you please just make a refund and cancel my premium account upgrade as soon as possible?
